Grants to USA and territories nonprofit organizations, government agencies, institutions of higher education, and Tribal entities for programs that improve medical examinations for victims of crimes. Applicants are advised that required registrations must be completed prior to applying. Funding is intended to enhance the quality and increase the number of services available to victims of sexual assault.

The goal of the grant program is to improve exams performed by sexual assault forensic examiners—medical providers trained in collecting and preserving forensic evidence—resulting in better physical and mental health care for victims, better evidence collection, and higher prosecution rates.

OVC seeks applications to establish or expand sexual assault examination programs, including sexual assault nurse examiner (SANE) and sexual assault forensic examiner (SAFE) programs that focus on:

  • Increasing the number and availability of SANEs/SAFEs,
  • Expanding access to sexual assault forensic examinations, and
  • Improving the quality of post-sexual assault care using a hospital-based or community-based approach.

OVC will make awards under two program purpose areas:

  • Purpose Area 1: Establish and/or expand SANE/SAFE program
    • The goal of this program is to establish or expand hospital-based or community-based SANE/SAFE programs that offer sexual assault medical forensic exams and sexual assault victim services using coordinated community response strategies.
  • Purpose Area 2: Training and Technical Assistance
    • OVC will provide funding for a technical assistance provider that is proactive, action-driven, flexible, and ensures ongoing communication and collaboration with the selected Purpose Area 1 awardee, OVC, and other relevant federal agencies and partners.

- Under Purpose Area 1, OVC expects to make awards of up to $500,000 each.
- Under Purpose Area 2, OVC expects to make one award of up to $1 million

Term of Contract:

For both Purpose Areas, OVC expects to make awards for a 36-month period of performance to begin on October 1, 2022.

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • Public and State controlled institutions of higher education

Additional Eligibility Criteria:

Eligible applicants:
City or township governments, County governments, Native American tribal governments, nonprofits, private and public institutions of higher education, special district governments, and State governments.

For purposes of this solicitation, "state" means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

To advance Executive Order 13929 Safe Policing for Safe Communities, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be eligible for FY 2022 DOJ discretionary grant funding.

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

OVC will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).

Pre-proposal Conference:

OVC will conduct one pre-application webinar on Tuesday, May 24, 2022, from 1:00–2:00 p.m., eastern time. Participation in the webinar is optional. OVC staff will review the solicitation requirements and conduct a question and answer session with interested potential applicants. Pre-Application Information:

The deadline to submit the SF-424 and the SF-LLL to Grants.gov is 11:59 p.m., eastern time (ET) on June 13, 2022.

The full application will be submitted in JustGrants by June 27, 2022, at 8:59 p.m., eastern time (ET).

OJP urges applicants to submit their Grants.gov and JustGrants submissions prior to the due dates to allow sufficient time to correct errors and resubmit by the submission deadlines if a rejection notification is received. To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.

Applications will be submitted to DOJ in a new two-step process:
- Step 1: Applicants will submit an SF-424 and an SF-LLL in Grants.gov. To register in Grants.gov, the applicant will need to ensure that its System for Award Management (SAM) registration is current.
- Step 2: Applicants will submit the full application including attachments in JustGrants.
