Cooperative agreement to a USA or territories IHE, agency, or nonprofit organization to update a previous version of an assault victim assistance toolkit. Applicants are advised that required registrations may take several weeks to complete. Funding is intended to develop a web-based toolkit that will provide guidance, resources, and referrals for those who provide services to victims of crime who identify as transgender, especially women and girls of color.

The proposed project will update and expand upon the previously released 2014 OVC guide, Responding to Transgender Victims of Sexual Assault. Since its publication, much has changed and the desire for culturally appropriate services is stronger than ever. The violence aimed at transgender individuals, specifically transgender women and girls of color, may not only include sexual assault, but also harassment, physical assault, domestic violence, human trafficking, and other violent crimes. Often times transgender people are mistakenly treated as the person committing the crime or the aggressor, as opposed to being recognized as the victim. This toolkit will provide information for service providers on how to improve the response to transgender victims through trauma-informed and culturally responsive approaches.

Objectives:

Convene a listening session with service providers and persons of color with lived experience to learn about the concerns that are most pressing for these victims, where there are gaps in service response, and what best practices exist for addressing those gaps and victim needs.
Review the current document, Responding to Transgender Victims of Sexual Assault, to determine what information needs to be updated, revised, or deleted. Identify and assess new materials and resources that can be integrated into the toolkit, to include up-to-date definitions and understandings of the issues that transgender victims face, with a special emphasis on transgender women and girls of color. Design and develop these materials. Activities in support of this objective must be carried out with both content and publication design experts, the stakeholder group, and OVC. These web-based materials must be—

National in scope, meaning general enough to be used in federal, tribal, and state court jurisdictions across the Nation;
Translated into multiple languages (e.g., Spanish, Vietnamese) at the appropriate grade level for non-English speakers and those with limited English proficiency (LEP);
Placed into different web-based formats for individuals with disabilities, and include content appropriate for those with developmental disabilities; and,
Culturally appropriate and relevant to a diverse range of communities. Deliverables include draft and final materials.
While OVC may decide to publish the final toolkit, the applicant should be prepared to do so on its own.

Broaden awareness around the victimization of transgender individuals through the development of a dissemination plan that includes using social media, publication of articles, and participation in relevant conferences, workshops, and meetings.
Engage an advisory committee made up of a diverse pool of subject matter experts to review the toolkit and ensure the information is relevant, culturally competent, and trauma-informed.

Eligible applicants are those that are operated by a public agency or nonprofit organization, institutions of higher education, or a combination of such agencies or organizations, and must demonstrate expertise in provision of services to transgender victims of crime.

For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

OVC will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).

Pre-proposal Conference:

OVC will conduct one pre-application webinar on Wednesday, May 11, 2022, from 3:00–4:00 p.m., eastern time. Participation in the webinar is optional. OVC staff will review the solicitation requirements and conduct a question and answer session with interested potential applicants.

Pre-Application Information:

The SF-424 and the SF-LLL must be submitted in Grants.gov by 11:59 p.m. eastern time on June 1, 2022.
The full application must be submitted in JustGrants by 8:59 p.m. eastern time on June 21, 2022.

OJP urges applicants to submit their Grants.gov and JustGrants submissions prior to the due dates to allow sufficient time to correct errors and resubmit by the submission deadlines if a rejection notification is received. To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.

Applications will be submitted to DOJ in two steps:
- Step 1: The applicant must submit by the Grants.gov deadline the required Application for Federal Assistance standard form (SF)-424 and a Disclosure of Lobbying Activities (SF-LLL) form when they register in Grants.gov. To register in Grants.gov, the applicant will need to ensure that its System for Award Management (SAM) registration is current.
- Step 2: The applicant must then submit the full application, including attachments, in JustGrants. To be considered timely, the full application must be submitted in JustGrants by the JustGrants application deadline.
