Grants to Colorado CBOs, workforce centers, trade associations, employer organizations, public and private sector employers, and apprenticeship sponsors to address workforce challenges in the wake of the Coronavirus (COVID-19) pandemic in eligible locations. The grant will distribute resources to regional organizations to support talent development in Northern Colorado.

The Goal of the Workforce Innovation Grant is to help solve pressing workforce challenges by financially supporting innovative pandemic-recovery plans that will;

  • Help build in-demand skills; or
  • Connect workers and learners to quality jobs; or
  • Drive employer engagement in employee development

Grant Focus Areas:

  1. Supporting work-based learning, skill development, training completion, and quality job placement
  2. Supporting employers and small business to reduce financial hardships resulted from the public health emergency or providing greater opportunities for communities disproportionately affected by COVID-19 to engage in skill development.
  3. Increasing participation by underserved communities including, but not limited to Black, Indigenous, and People of Color, people with disabilities, New Americans, ex-offenders, and older workers.

Eligible Populations to Serve with Workforce Innovation Grant Funding:

  • Individuals aged 16 years or older who currently or previously were economically impacted by the COVID-19 pandemic.  Participant eligibility may be self-attested and the reason must be documented. 
  • A business's existing employees (incumbent worker) are eligible when the worker or employer have been economically impacted by the COVID-19 pandemic.

Estimated Size of Grant:

Generally awards will be between $50,000 - $150,000. However, smaller awards may be considered.

Term of Contract:

Projects can be 12 - 24 months beginning as early as April 1, 2022 and should conclude by June 30, 2024.

Additional Eligibility Criteria:

Eligible entities include:
- Public and Private Sector Employers, Employer Organization, or Trade
- Associations
- Apprenticeship Sponsors
- Community-Based Organizations
- Colorado Workforce Centers
- Formalized Sector Partnerships recognized by the Colorado Workforce Development Center

Eligible organizations are required to be
- In good standing with the Internal Revenue Service (IRS)
- Based in the U.S. with a valid Tax ID number and U.S. bank account

Eligible applicants may apply in partnership with sub-applicants, including: higher education, libraries, K-12 Local Education Agencies (LEAs) or Boards of Cooperative Educational Services (BOCES), adult education programs, proprietary (private) training providers, economic development corporations, and non-profit organizations.

The Workforce Innovation Grant is a reimbursement grant. Funds are provided to successful grant recipients after expenses have been incurred.
