Grants to Colorado businesses in eligible locations for financial assistance during the Coronavirus (COVID-19) crisis. Requests will be accepted from businesses that generate up to $2 million in revenue and employ up to 25 workers that have been adversely impacted by the pandemic. Funds must benefit businesses operating within the City and County of Denver.

As small businesses experience economic impacts related to COVID‐19, the Denver Economic Development and Opportunity (DEDO), in partnership with Mile High United Way, is making available one‐time business stabilization grants for eligible small businesses most affected.

 The Small Business Emergency Relief Fund (SBERF) is a temporary relief program launched on March 20, 2020 as a proactive measure to weather the economic crisis that COVID-19 would bring.

Program Priorities*  

Businesses of all sizes in nearly all industries in the City & County of Denver are experiencing impacts but given the limited resources available, at this time, the small business emergency relief program will prioritize applications based on considerations of the following factors:

  • Public health requirements to operate under restrictions impacting operational capacity
  • Percentage of revenue decline
  • Number of employees
  • Proposed use of financial assistance with emphasis on retaining and rehiring employees, adapting to COVID19 conditions, requirements and consumer behavior changes, and on providing for employee job quality and safety
  • Businesses with annual revenues of $1 million or less
  • Located in Denver’s NEST neighborhoods, neighborhoods where businesses are displacement‐vulnerable and Denver's Enterprise Zones.
  • Rent instability

*Given the daily changes in how the virus is impacting communities, DEDO’s program and its eligibility and priority criteria may evolve accordingly.

Eligibility:
- Business operating within the City & County of Denver
- Generate $2 million in annual revenue or less (for 2019)
- Have 25 employees or fewer (at the end of 2019)
- Have experienced a 25% decline in revenue this year as a result of COVID‐19 pandemic compared to an equal
timeframe (month or quarter) in the previous year.
- Be registered with the Colorado Secretary of State's Office.
- Be engaged in activities that are legal under Colorado and federal law
- Meet program technical requirements including ability to provide financial records
- Be in good standing with local, state and federal taxing and licensing authorities
