Grants to Colorado private and public entities for capital projects and studies that benefit the state and address region-wide water issues. Applicants should contact the funding source prior to submitting an application. Funding is intended for projects and studies that aim to find solutions to various ecosystem, water supply, and economically significant problems throughout the state.

Projects eligible for the Non-reimbursable Project Investment Grant Program include:

Projects, programs or studies of statewide impact or importance, such as: ­

  • Administration of compact-entitled waters; ­
  • Facilitation of solutions to regional water supply problems; ­
  • Addressing federal water rights issues; ­
  • Recovery or conservation of threatened or endangered species within riparian ecosystems; ­
  • Development and management of a state monitoring system for collection and development of hydrologic and climatologic data; and ­
  • River restoration and floodplain management projects affecting agriculture, recreation or other industries that economically impact significant areas of the state.

Feasibility studies and demonstration projects designed to answer questions related to statewide water issues or that have significant potential to result in a CWCB Water Project Loan.

Term of Contract:

All work related to the approved project that will be submitted for CWCB funding must not start prior to final approval of the Grant contract. Funds will be available July 1 the following year.

Additional Eligibility Criteria:

Any private or public entity that can contract with the state and that can establish and document the need for the project.

In general matching funds will increase the likelihood of the Grant approval for those programs that do not require matching funds; however, it is recommended that you contact the CWCB to determine if the request is in one of the matching fund programs.

The application deadline for non-reimbursable project investments is August 1st of the current year in order to receive funds by the following June. The finance subcommittee of the CWCB reviews applications in September and recommends approval of funding to the entire Board at the bi-monthly November Board meeting. Applicants are asked to present their grant request at the subcommittee meeting and also at the November meeting if necessary. Once approved by the Board, the grant is written into the Construction Fund Bill, which is introduced to the Legislature in January. The Colorado General Assembly authorizes expenditures by approval of the Construction Fund Bill in May. Funds are then available for around July 1st if an executed contract is in place.
