Grants of up to $45,000 to Colorado counties, cities, parks, and recreation districts to develop parks and outdoor public recreational projects. Applicants are required to contact program staff prior to submitting an application. Funding is intended to support the development of new parks, the enhancement of existing park facilities, and other projects such as playgrounds, skate parks, athletic fields, and environmental education classrooms.

The Mini Grant Program which is designed to assist communities and their partners in small scale, capital outdoor recreation projects. 

A sample list of eligible costs includes site infrastructure required to complete the project, capital improvements for outdoor recreation amenities, including restrooms, trails within parks (must start and end within one or connected park properties), skate parks, fishing piers, fairground amenities that are located outdoors, safety surfacing with the exception of pea gravel, swimming pools, environmental education classrooms, disc golf courses, nature play areas, traditional playgrounds, athletic fields and ancillary facilities.

The public must have reasonable public access to any project funded by GOCO.

Mini Grants are up to $45,000 per project costing $60,000 or less.

Term of Contract:

Projects are required to be completed within two years of the grant award date.

Additional Eligibility Criteria:

Cities, counties, and parks and recreation districts are eligible. Eligible entities can sponsor projects on behalf of school districts, unincorporated cities and towns, community groups, and other ineligible entities.

To apply directly to GOCO’s Local Park and Outdoor Recreation program as the applicant, your organization must be a county, incorporated municipality or Title 32 special district that receives Conservation Trust Funds (CTF) from the Department of Local Affairs. Project sponsorship scenarios are possible if you do not qualify to apply directly to GOCO, for example in the case of school districts, non-profit organizations, etc. In these instances, a local government or special district may partner with an ineligible organization to pursue the project.

Property Ownership: All property on which a proposed project is to be constructed must be owned by or under the control of the applicant or its partners. If the site is owned by partners an agreement must be in place. Applicants seeking funding for projects involving federal land must discuss the proposal with GOCO staff prior to submitting a formal application. GOCO funds cannot be used for recreational development on a property that a government entity condemned specifically for that recreational development. GOCO may consider participating in recreational development on lands previously acquired through condemnation for a purpose other than recreational development.

GOCO does not fund maintenance, programming, non-fixed assets (i.e. lawnmowers, rakes, snow blowers, etc), regional or connector trails, amphitheaters, golf courses, programmatic costs, operations and maintenance, administrative costs (grand opening events, grant writing or administration, food and drink, etc.), staff time (city, county or district), volunteer time, outdoor performing art centers/amphitheater, or GOCO contingency funding.

Indoor projects, with the exception of environmental education facilities and restrooms, will not be considered.

Applicants are encouraged to contact GOCO in advance of tackling the application to discuss your project and to receive answers to any questions or concerns you may have. Applicants are also encouraged to attend the technical assistance workshops, request sample grant applications and submit a draft application for review via email.

Applicants must provide at least 25% of the total project cost in matching funds, at least 10% of which must be a cash match.

Funds are disbursed on a reimbursement basis.
