Grants to Colorado nonprofit organizations, businesses, schools, housing complexes, and agencies to encourage the acquisition of electric vehicles and related equipment. Funding is intended to support the adoption of electric vehicles and provide public charging points, thereby reducing greenhouse gas emissions and harmful air pollutants. Workplaces and Multi‐Family Housing (MFH) dwellings are highly encouraged to apply.

In an effort to improve air quality and encourage deployment of electric vehicles across the State of Colorado, the Regional Air Quality Council (RAQC) and Colorado Energy Office (CEO) have teamed up to provide financial support for electric vehicle charging stations (EVSE).

Program Goals:

The objectives of the Charge Ahead Colorado program are to:

  1. Promote the installation of electric vehicle charging stations throughout Colorado.
  2. Increase the number of electric vehicles purchased in Colorado.
  3. Reduce harmful air pollution and greenhouse gas emissions associated with gasoline and diesel vehicles.
  4. Gather data on charging stations to better understand their usage.
  5. Support implementation of the Colorado Electric Vehicle Plan.

Successful applicants must address how their project achieves two or more of these objectives. Applicants should clearly describe how their organization and their proposed project is uniquely suited to meet these program objectives. Applicants should describe how their proposed project aligns with internal goals of their organizations, such as connections to local government or company sustainability plans.

Estimated Size of Grant:

RAQC and CEO have funding to pay up to 80% of the cost of a charging station, up to the total amounts listed in the table below:

Maximum Funding
- Fleet Only Station: $6,000
- Level II, Multi‐Port Station: $9,000
- Level III, Multiple Connection Standard Station: $35,000

Term of Contract:

Project funding will remain available for approximately six (6) months. If a project is likely to take more than six months, applicants should consider applying in a future round.

Additional Eligibility Criteria:

Eligible applicants include public, private and non‐profit organizations. Eligible applicants include local governments, school districts, state/federal agencies, non‐profit organizations, apartment/condominium complexes, and businesses that own multi‐vehicle parking facilities that provide fleet, public, employee or guest/visitor parking. No priority is given based on organization type.

Manufacturers of EVs and charging stations are not eligible to apply for grant funding.

Ineligible costs include:
- Sales tax
- Shipping

Pre-Application Information:

The next application round will be May 23rd through June 24th 2022 at 5:00 PM MST.

Applicants for RAQC funding will be asked to provide their DUNS number at the time of application submittal. This number is required to apply for funding. Prior to award, successful applicants will be required to obtain a DUNS number through Dun & Bradstreet, Inc. CEO applicants do not require a DUNS number.

All Business Organizations must be registered with and remain in good standing with the Colorado Secretary of State. Recipients of federal funds must also have an active registration with the System for Awards Management (SAM) at www.sam.gov.

Applicants must provide a minimum of 20% matching funds or cash match for each charging station. For any questions regarding the match, please contact the RAQC.

Procurement of any goods or services prior to the execution of a purchase order with the awarding agency will not be eligible for grant funding or project match. Applicants must provide estimates in the application. After award, successful applicants must provide information on their organization’s procurement processes. At a minimum, successful applicant will be asked to run a competitive procurement process. Do not run your procurement process prior to approval. Successful applicants will be provided with additional information on procurement.
