Grants to USA, Canada, and International non-governmental organizations, including independent media and civic organizations and associations, working to further democratic goals worldwide. Funding is intended to promote human rights, support freedom of information, and strengthen democratic political processes and institutions.

NED is interested in proposals from local, independent organizations for nonpartisan programs that seek to:

  • Promote and defend human rights and the rule of law
  • Support freedom of information and independent media
  • Strengthen democratic ideas and values
  • Promote accountability and transparency
  • Strengthen civil society organizations
  • Strengthen democratic political processes and institutions
  • Promote civic education
  • Support democratic conflict resolution
  • Promote freedom of association
  • Strengthen a broad-based market economy

Each year, NED makes more than 2,000 grants.

Additional Eligibility Criteria:

NED funds only nongovernmental organizations, which may include civic organizations, associations, independent media, and other similar organizations.

NED encourages applications from organizations working in diverse environments including newly established democracies, semi-authoritarian countries, highly repressive societies and countries undergoing democratic transitions.

NED does not make grants to individuals, governmental bodies, or state-supported institutions such as public universities.

The list of items not allowable includes, but is not limited to, the following:

• Entertainment, gifts, gratuities, donations, alcoholic beverages, fines, and penalties.
• Activities involving physical violence by any individual, group, or government.
• Costs related to campaigns of candidates for public office.
• Lobbying directed at influencing public policy decisions of local, state, or federal governments in the US.
• Costs related to education, training, or informing US audiences of any partisan policy or practice or candidate for office.
• Activities unlawful under local, state, or federal governments in the US
• Individuals who receive a salary from their national government may not also receive a salary in full or in part from NED funds.
• “Miscellaneous” and “Contingency” costs.
